The Plan
The Arroyo Group prepared zoning code amendments and a General Plan Amendment to introduce residential, live/work, creative office, production retail and R&D uses into a small portion of the “exclusively industrial” City of Vernon. A graphically rich Vision document was also prepared detailing catalytic developments, transportation changes, implementation strategies and other actions that can be undertaken to help the new mixed-use zones transform into a livable and productive.
The project arose out of a need to strengthen the City’s long-term governance and fiscal stability. Vernon was nearly disincorporated in 2010, surviving only under a pledge to undertake massive good governance reforms. Among these was the need to increase the population substantially from its 2010 level of 112. Thus, the project focused on finding the best way to introduce new housing into an environment marked by heavy truck traffic, odors, and many thriving, creative and productive businesses.
The zoning amendments allow for housing when paired with commercial or light industrial uses; unique design guidelines and development standards encourage creative mixes while separating activities that create negative effects on livability. After a comprehensive traffic study, roadway design and operational analyses, the Vision document creates a variety of complete streets enhancements and reroutes truck access to the area.
As a part of the project, The Arroyo Group also prepared the Housing Element for the City. In addition to discussions over housing production and affordability, the Housing Element focused on procedures to manage, maintain and potentially privatize the existing housing stock, which is managed directly by City staff.
