Metro Gold Line Foothill Extension Phase 2B First/Last Mile Plan

The Plan

The Civic Center/Mid-Town District Design project restored and beautified the most unique and significant part of Pasadena – The Arroyo Group led a team to prepare a First/Last Mile Plan for five new Metro Gold (A) Line station areas in the eastern San Gabriel Valley. The Plan improves access to the future stations for pedestrians, cyclists and those arriving by other modes through urban design and street safety projects that build on the unique character and built environment of each city, including their intimate, historic downtown districts. It was developed at the same time that planned station parking garages were reduced in size and intended to enable the achievement of modal access targets by walking and biking.

Community engagement for the plan was broad-based, reaching over 1,500 people through thirty events including community walk audits, pop-up events, focus groups, public workshops and presentations to City Commissions and Councils. Infrastructure project decisions were reviewed and modified through discussion and debate, leading to a community-driven plan in which traceable comments support nearly every FLM project identified.

The plan lays out eight potential approaches for implementation, tracing the ones that are applicable to each individual project. It provides cost estimate ranges and priority ratings to each project in order to help implementing agencies use the Plan as a guide for future actions.
