Neighborhood Congregational Church of Laguna Beach

With its partners in the Congregational Land Committee, The Arroyo Group helped Neighborhood Congregational Church of Laguna Beach evaluate its options to redevelop its large, well-located property into an affordable housing development and new spiritual center facility. We evaluated multiple development types and siting options for the heavily sloped site, considering the value of existing facilities, neighbors’ view preservation, and the relationship of spiritual center and housing facilities. We then advocated with the City of Laguna Beach, using its Housing Element process to secure a City commitment to pursue affordable housing development at the site. The Arroyo Group drafted a Request for Proposals and assisted the church in selecting a developer. The church is currently working with Related California to develop the City’s first affordable housing development in 20 years.
