Carson Neighborhood Mobility Area Plan

The Arroyo Group and Iteris developed a land use plan, streets/streetscape plan and programmatic mobility improvements in suburban residential areas (“neighborhood mobility areas”) to reduce vehicle miles traveled and increase access to neighborhood services via alternatives to the automobile. The land use plan designates the creation of “neighborhood nodes” which concentrate business activity, while the streets and streetscape plan link them to neighborhoods through a network of low-stress routes for pedestrian and bicycle activity. Recommendations are also made on the latest topics in mobility, including bikeshare/scootershare, curb space utilization, and neighborhood electric vehicles. The plan draws heavily on academic research regarding VMT reduction, and the estimated effectiveness of these strategies are quantified through travel modeling.
