Willowbrook TOD Specific Plan

The Arroyo Group worked with the unincorporated community of Willowbrook, Metro, and Los Angeles County to prepare a transit-oriented development specific plan centered on the Willowbrook/Rosa Parks Station serving the Metro A and C Lines. The Plan revitalizes the Willowbrook community by improving access to and from the station by public transit, bicycling, and walking; by encouraging new mixed-use, residential and office development; and by coordinating the future land use strategies of major local institutions including MLK Medical Center, Charles R. Drew University and Kenneth Hahn Plaza. Since adoption of the Plan, a new streetscape and affordable housing development has been built on Wilmington Avenue, and the medical center has been completely redeveloped and modernized.
