Willowbrook TOD Specific Plan

The Arroyo Group prepared the Willowbrook TOD Specific Plan for an area focused around the Metro Willowbrook/Rosa Parks Station, a transfer station on the Metro Blue Line and Green Line. The Specific Plan builds upon institutional anchors such as the recently opened MLK Jr. Community Hospital, Charles R. Drew University of Medicine and Science and the MLK Center for Public Health. Major improvements were also planned at the Willowbrook/Rosa Park Station by Metro. The Specific Plan will revitalize the community within the project area and improve access to all modes of transportation, including transit, walking and bicycling. The Plan was developed with a multi-disciplinary team, County staff, local residents and community leaders’ involvement.

The Specific Plan will transform the area into a vibrant transit-oriented district, while strengthening its connections to the adjacent residential neighborhoods and the rest of the Willowbrook community. Two mixed use zones are established to facilitate integrated commercial and residential development through optimal site planning and efficient use of land and to promote walking, bicycling, recreation, transit use and community reinvestment. The Draft Specific Plan also presents short and long term land use strategies for the various institutions and facilities in the Specific Plan area, which will be important in achieving the established community goals.
